and it is so simple.

just declare a state of emergency. or in Victoria take it up a notch to state of disaster.

then impose whatever restrictions you like citing medical advice.

bingo - bring business and society to a halt, halt movement, prevent interaction with loved ones, basically a form of torture for some.

and don't these pollies love it. they won't give up this power too easily - all in the name of saving lives, of course.
