I can't see any reason why cash can't be digital cash.
It could be carried as an anonymous card and also have an anonymous account on any other cards if people wanted it.
It can be used with any supplier -
if people like tradies take larger amounts of cash - then the tradie has a way to receive that cash - perhaps a little machine, which can take cash off one card and then transfer it onto his card
the machines - don't require net connection - that takes out the storm risk
the machines have a power backup - meaning batteries. So, the tradie still can trade. Ditto, fixes storm risk.
for servos and supermarkets - they also have battery backup and their normal card systems also take the cash cards - and do not require net connection - so they too can operate without net or power -------- but, only with cash cards or cash accounts
I don't think the older folk matter all that much because they'll be gone soon enough - but, for them - the system would be the same as cash - they could load it out of a hole in the wall - like they do now (instead of loading the purse or wallet - load a card) - out of a bank account - or they could go into the bank and load it up with the teller - out of a bank account and into a cash card - very similar to now.
the only people and trades that I can't think it would fix is person to person (like buying the mower off the bloke two doors up) - but, that's probably technologically doable with very cheap machines - cheap enough to make transfers card to card - like a calculator.
I'm sure there's a few holes in that - but, there's other ideas as well --------- but, it gets around pretty much all of the problems of cash as we have it and it gets around all the problems of going cash free. (I think)

people use it exactly like cash - fixed
money laundering protections not affected - tick
stops the dreadful wait to pay like we get in france and similar where cash and paying the exact amount are a cultural habit
