A good start would be a UN organised and scrutinised secret ballot for the Iraqi's, similar to East Timor..
Lets firstly see how well he is loved by his people. Seeing as how he got 100% last time , should be a shoe-in for him second time around. If it isnt ,he would be removed. If he refuses, (which he would) then he is removed by force.
