I think a lot more work goes into engineering design and construction of prefabricated infrastructure that is literally bolted together on site. I am not a mining engineer, or any type of engineer for that matter, but seeing as NTL does not need a processing plant on site and it really is a matter of ventilation and securing the shafts, there mightn't be that much construction to actually do until it is ready.
No doubt the TMP is an important part of the puzzle and road upgrades may be required though.
