Big Vee is right. There are a lot of dreamers who seem to think that buying a plant from Sinosteel is like getting a toaster from KMart. You get the toaster home, plug it in and start making toast.
It really will not work like that, even if Sinosteel had built a plant like this one before, which they haven't.
The company have missed every single deadline up until now, including the ones they did have control over. This deadline will be missed too, but don't worry about it - if the company parameters are realistic, the design is good and the project properly managed, it'll come in a few months late but it will work properly. Getting people's hopes up with forecasts of dividends in 2013 is just irresponsible. Even if everything else goes smoothly, it is out of WM's hands now. In fact, the more he sticks his oar in as they proceed with assembly and commissioning, the longer it will take and the less valuable any warranties will be.
