There are MANY things to take into consideration
Scoping study, BFS, proving up JORC resource figures etc, etc etc,These things take time, more time and more money to progress. Put it this way it will take more than 12 mths. A lot of people are under the impression these things will happen overnight. Exploring , drilling as opposed to commencement of production are two different kettles of fish.
