Not always entirely correct. Being anonymous is still possible.
Anyone that worried about it would surely be using an IP spoofer at the very least. Smarter cookies would be using a private VPN. Really smart cookies use their neighbours wifi.
The only way to be tracked then is via a lenthy MAC address process, and if the really smart cookie has a MAC address changer installed and a dummy number listed...you're getting pretty damn close to untraceable.
