Will be the lowest flow rate they can possibly announce. They may even try a different packing as a test but do not want to announce big commercial flows as the M govt will start to invoke payments and conditions. Wouldn't be surprised to see smallish flows and next drill coming up better then the first hole repacked or unrestricted at a more convenient time. HDR and WPL have a vested interest in keeping actual flow data low. Real possible flow is a different story. WPL and HDR know what's down there and aren't about to tell the M government just yet.

WPL has HDR by the _____ 's so it doesn't need to offer until things are all proven. They still outgun most palyers on the HDR field and are seemingly happy to wait instead of creeping. Let's hope HDR doesn't do any issues again.
