    Urgency?

    The demands of a small number of shareholders of a small speculative mining company in Australia (that is only one party of the project), compared to the demands of the Angolan Govt, its stakeholders that no doubt includes the purse sting holders of the money that flows in and out of the governments "coffers"..

    Yeah, we might just have to take a back seat on this one..
