IMO, the reason why the Angolans made a big thing of the ML was to ensure that the news got out to the international community that Angola is open for business. That was late 2014, and since then oil prices have dropped significantly. Angola's budget was based on oil prices of around US$45/bl, not sub US$30 we're seeing today. I'm sure you can see where this is heading......
