Unlike the trading halt in November 2014, this current trading halt refers to a Diamond Update so I don't believe it has anything to do with gazetting. Below is a quote from the November 2014 announcement. As you can see, it clearly states gazetting unlike this current "Diamond Update" trading halt.

The Company requests a trading halt to be placed on the Company's securities effective immediately pending an announcement on the signing of a 35 year alluvial mining licence at the Lulo Diamond Concession in Angola.
