That is true.
Some of us have known for a long time.

The PM of Vietnam has placed the countries energy crisis into the hands of a new team of the team members he trusts the most. He did this because he had to sack the team from a year or 2 back, who failed to meet certain initiatives.

Among a few other directives, the PMs new team was given the task of sourcing a suitable new power source that could meet usage and growth forecasts and they needed to find a company to import the fuel from if necessary.
There was a huge gap between the countries electicity demand and supply until ESI and other sources were secured.
For that matter, there is still a sizeable gap that needs to be filled and so i expected Tincom to increase its order.

Anyway, the deal is now practically water-tight, seeing as we have the vietnamese government endorsing/covering it as such.
