Nice to see some significant progress.
Regarding government support, as implied by another poster, the fact that the Vic government doesn't need to BE SEEN to support or oppose increased coal exports is the major strength of ESI compared to Exergen. The Vic government really wants to increase exports (but to increase output and to protect the Valley) but politically does not be seen to be promoting it. ESI provides them with the means to achieve their policy goal without doing anything. So they won't be getting in the way. If the greenies start whinging...they will say they can't interfere with free enterprise. In the mean time, they will say absolutely nothing about it all.
