You make out that these holes are drilled to get an idea of the area as so called "scientific" wells.
Potter made it quite clear at the AGM that they drill exploration holes to find oil, not to get a better pciture of the area. That happens as a consequence not as the basis.
Fact is, the well was unfortunately dry.
The shallow hole drill ship would've been contracted sometime ago (drill ships are booked well ahead if they can be got at all), so the decision to drill shallow areas was not made as a consequence of the recent dusters.
