They didn't really say the exact point that they're at in their "near finished" phase 2. All I found in the prospectus was that theyre in the final reporting stages. This makes me assume that it is almost certain that phase 2 is on the verge of completion, with phase 3 hihgly likely to be accepted and thus commence in the new year.
Still a questionable one though, would have liked a bit more confirmation but oh well.
