mitchyb logic says CLC announcement follows the recent EPC announcement and EIA announcement as they are in effect part if the same thread.
What shouldn't be overlooked is the filing of the draft Refinery EIS has been delayed due to finalising the titanium pigment off take route through the Refinery. Last minute changes were announced recently and there's a strong hint of a related finance deal to run with it. There is also a reference to the pigment plant bring BOOT operated. The off take offer has been tabled, the particular pibment agreed and the tender price for the pigment plant pre determined. I'm picking the agreement is all but agreed and it's about to go down.
