JL Adrian expanded on this when questioned at the AGM. He was confident that this will be sorted before any re-entry to Buffalo field. He did explain that it is possible for Carnarvon to drill under the current Australian jurisdiction then transfer across to TL once parliamentary processes etc are sorted. This apparently has been allowed for in the Govt / Govt negotiations to facilitate a smooth transition. I believe he mentioned fiscal equalization regime is included if this were to happen (as per ratified deal).
This is not a quote but my recollection to the response, to a question regarding the impact on ratification of limited sitting days in this year for both governments.
