My experience when I was a payer of tax and studied these situations, was that sometime during the last trading days before July 1, there is often a flurry of buying in the belief that the tax loss selling is almost done and that the first buyers are the ones to get the bargains.
A bit like the Xmas sales mentality, except without the riots.
