can you elaborate what an "almost guarantee". means exactly

Almost sure, ..... almost unsure, ...... almost certain......

Non of the above is written yet, things change very quickly(sometimes lol)
But there is certainly no such thing as an "almost guarantee"

Unfortunately, the decision from the SC is taking far too long, and we are dependant on this outcome to spur offtakes and funding options.
Aside from that, we are wasting valuable weather during summer months to continue with construction on the refinery, winter now approaching rapidly in the Northern Hemisphere.
We should be half built already, had it not been for these delays with appeals.

That aside, there is still a distinct possibility that if things go to plan, we can still be cashing in within the 3 year timeframe,
there are a lot more aspects of this company to yet unfold, as always, we will wait and see.
