Aside from that, mobilisation whether it's for war or for civilian economy requires excess of skilled engineers and craftsmen no matter how much money you throw at it. We can see this playing out now in weapons supply to Ukraine. The West's problem is they have too many finance graduates and not enough skilled engineers and craftsmen for mobilisation.
