Just to add: The EU Commission has stressed repeatedly that they want and need to attract business and private investment for the green transition. Allowing this form of malicious NIMBY obstruction to take hold is a massive threat as it would send business, innovation and investment away to the US in their droves where they'll take advantage of the IRA.
What sort of message would this send to other companies who are deciding whether to set up shop in the US or the EU?
