I recall that when the resources where announced to be of 'National Interest' there was an interesting clause:

"Under the Swedish Environmental Code, deposits of valuable substances or materials can be
defined as being of national interest, meaning municipalities and central government agencies
may not authorise activities that might prevent or significantly hinder exploitation of the
mineral deposit"

This could give the government power to act in the interest of the country.
