You're right, it only takes one reason for the Court to grant leave to appeal.

However of the 6 requests for appeal:

• Two were submitted by local Reindeer Herding Cooperatives with remaining submissions made by individuals and local non-profit environmental organisations.
• Five of the submissions were requests for extension of time to submit required details with respect to a reason for appeal
• The court then granted further time for 3 parties - the two local Reindeer Herding Cooperatives and a local non-profit environmental organisation to submit required details of their reasons for appeal
• The Court subpoenaed two parties to supplement their application with further information

So it's not clear whether there were actually 6 submissions that were able to succesfully establish reasons for appeal. I'm hoping the Land and Environment Court and Talga covered all of the bases so there are no valid reasons for leave to appeal to be granted.
