The EU are behind a lot of things. They were supposed to be behind Ukraine, whatever it takes. Swedish EU president, Ulf Kristersson reckoned "Ukraine Security" was the overriding priority for Sweden and for the EU. Everything else was supposed to be of secondary importance after that.
