Norway is not in the EU but is an active NATO member. Jens Stoltenburg is Norwegian, so there is a major split now between the Europeans and the Americans, with the Europeans fearing that the Americans will pull out of Ukraine, and try top make a separate deal with the Russians. So what will the Norwegians make of Freyr mothballing the Arctic Giga plant? I understand Freyr have already received a hundred million or so in grants which were supposed to be used for the Norwegian giga plant.
