If Sweden didn't want this mine they would have found a loophole by now to uphold the appeal and started to make life difficult for TLG.
The longer this goes on the more confident I am that it will happen. It's not easy for Sweden to say "yes", they have to cover all bases and try to keep everyone happy, that will take time.
Saying "no" would be easy for them and it would have been said way before now. In fact, it would never have gotten this far if Sweden didn't want it. Just my take on things.
