They are trying to beat Xi over the head with this Act, to get his support against Russia. Macron and Evon der Lyen are desperate to use anything as leverage over Xi but he is not budging. So reality is they would drop these acts in a heartbeat if Xi would yield to their wishes. Xi will visit Serbia and Hungary during his tour.
