When you look at the lead-times for most of these supply chains, a couple of extra years really not that much. If anything, it show's how desperate a situation their in. They need to find the balance between a deadline that's hard enough to scare the shit out of battery/automakers, but not so harsh as to be unrealistic and then either get ignored or need to just be adjusted anyway.
- It's not an exemption.
- It's a grace period before they rules kick in.
