Sami have a right to challange IF they legitimately believe there has been a failing in the system.
They do not in fact have the right to abuse the system just as a form of protest and to make themselves heard.
Unfortunately, the only mechanism the system really has for dealing with this is the preliminary review process on whether or not to allow an appeal (this part of the system as we know is broken) and there is no mechanism for accountability for people that seek to abuse the systems leniency/flaws
