I think you're right. They're done putting on a polite face and pretending they need to tell EU how great they are. EU slowly starting to realise the truth so tume to hit them over the head with it till they change something.
ACTUALLY change something. Not just waffle about the desire to explore the intent to discuss the formation of an action plan to guide the evaluation of possibilities for a working group to debate so that a statement can be issued declaring they have achieved consensus that something should be done.
