He's probably correct, as it becomes clear the EU have lost Ukraine and with it the graphite mine at Zavalievsky. That loss should free up some development banking funds. There might be a bit of a tug of war between Russia and the West over building trade ties with Kazakhstan, the Russians are not going to be allowing US bases and missiles to be placed there. The Kazakhs are probably playing both sides now
