Outsourcing has backfired on the West, and they are trying to address these shortfalls with the changes mentioned. I note that NATO and military ambassadors are present as witnesses in the document you posted. In artillery alone, Russia outproduces the entire collective West by at least 3 times. The new Russian defense minister Andrei Belousov is an industrial economic planner from Soviet times. Modern warfare is primarily logistics. The West are playing catchup, and losing badly.
