You would hope that an outsider could make such a comment, "so you have a legal system overloaded with appeals that languish in the supreme court for months". Those appellants know that they can delay any project even if their appeal is baseless, surely you need the judiciary and the government to overhaul a system that is inefficient and one that could be costly for the economy."
