They also effectively pay a subscription fee for this space plus unlimited trades. So they have a timing advantage over the rest of the market, and can place as many small orders as they want, almost instantaneously, to maintain very fine-grained control over the share price. Also allows things like stacking the buy/sell side with fake orders, knowing that your speed advantage will allow you to either move the order a pip or 2, or to feed in more orders as soon as it gets close to stop it ever hitting it to begin with.
