maybe elusive, maybe unable to close the deal until the process loops are closed. would be frowned upon for them to be awarded a government contract and then all of a sudden everything is approved. detailed plan is hopefully only a couple of weeks away.
if there is any relevant to the defence references it will be hard to move forward in the same manner they would with a private sector customer.
again, if they have something tied up with defence that ticks the boxes theres no need to rush the cfo side of things, they may even second someone from within defence/government. we can speculate all we want i guess. see what happens.
