So... Volkswagen wants to try to set up its own mining company? That seems improbable. 5-10 years to get through permitting, setup, etc.
Seems like Volkswagen wants to set up a partnership and pay partially for setup in order to reduce their bottom line. As soon as the permit lands, seems like talga will have some partners.
