5k tonnes is just the signed deal for the first year with LG and 5k more every year after. VUL expects to produce up to 40k tpa and they can expand to as much as they want. VUL also doesn't just sell LiOH they're a renewable energy provider. They'll be providing/selling green power to the grid. They have two sources of income.
