I hear what you are saying regarding the change in attitudes to mining but in order for that to facilitate the granting of permits there would need to be some sort of political pressure applied to their judicial branches (the environmental ones) of government who might just be a tad resistant given they have for so long been knocking back mining permits.

If the judiciary is stacked with green activists then I would then assume change might only be forced by changes in regulations (by the minister in charge ?) or by new legislation (the governing parties in their parliament)...........................more delays
