They can, but have absolutely no need to. They already have a big shed full of graphite from the trial mine, and construction of the refinery underway.
If the mine permit was rejected they said they would pivot to processing material from other sources but it was approved.
Allwe are awaiting is the final no to the appeals which is a certainty now.
It is not delaying construction, only finance and offtakes.
