on the contrary, I think the longer the negotiations, the closer to elections, the more desperate rudd and conroy will become to do a deal. Their strike rate is looking pretty poor, with failures being obscured by the china effect which has given them a pass. With china slowing, stimulus measure fading, rising interest rates, and a list of failures on climate, education,NBN1, insulation etc etc Abbot will have lots of foder next election. A positive result in the NBN will be very important. This gives telstra btremendous leverage at the negotiating table IMO
