How do you know that the majority of the Future Fund selling is completed? According to the latest update as of October 26th the Future Fund still has over 1.2 billion Telstra shares. If its intention is to get rid of all of its Telstra holdings it could continue to go on depressing the price of Telstra for a very long time to come. In fact every time something positive occurred that would normally spike the price of Telstra the Future Fund could use the opportunity to sell off huge numbers of shares and prevent the price surge from occurring. Maybe the Telstra board should make the government an offer-the Future Fund's portfolio of Telstra shares paid for by a smaller settlement (say $9 billion instead of $11 billion) as part of the terms of the agreement signed with the government.
