Yes, when you have a large number of managers/politicians theres a point soon reached where you have a problem of quantity versus quality. Look at (ok getting into politics .... but its related to TLS and any big organisation) ... the various States with their various Ministers of this and that. Yep, each State/Federal level might have 2 or 3 very gifted people in portfolio/cabinet/managerial positions. But as soon as you reach past those 2 or 3 ... there's a mediocrity which becomes quite pathetic when decision making and risk taking is required. One has only to look at the stuff-ups which occur. The question always comes "How on earth did that happen? .... Why did the Minister/manager think or do such a dopey thing ?"
