I still havent read the whole thing, but in there preliminary views, issues of concern are about retail services. Issues that may raise concerns with regard to mobile are at the wholesale level (and mobile as an alternative to fixed)
So they might reject the merger due to retail level concerns, but at the same conclude they arent concerned about wholesale, which could lead them to accept closer JV operations as a type of wholesale agreement.
