The talk of Philippines expansion is what is killing the shares. If they did nothing but suggest they were going to start doing buybacks with excess cash, they would get the EPS growth they need to progressively increase dividends and share price wouldn't have dropped so badly.
They should be focused on Pacnet and other 100% owned ventures and not diluting management time with adventures in the third world which often end in disaster.
