Its meant to be a revenue neutral.
In theory Telstra can Claw back the trails up front if you close your store, and remove your point of presence.

To their credit they have.

Many of their Fone Zone outlets are still unprofitable, and I expect them to close more stores, and swap some for T-Life.

They will move away from the Fone Zone Brand and move towards T-Life which is far more profitable.
