I think the government has every intention of engaging Telstra. All the other companies would spell instant ruin for the government, it they were awarded the tender. I suppose the other 5 bidders are run from garden sheds (or India if we count in Optus). This cold shoulder is simply a tactic to scare Telstra, and the government believing it has lots of muscle. Even if another company is awarded the contract, what makes them think they can build this network without Telstra's assistance?
