I agree with comments below exactly...
TELSTRA said they want the Govt 5bil as a LOAN.
Which means if someone else will LOAN, then it can still go with its plans...without the REGULATORY cloud over the future. TELSTRA can then offer plans to new resellers and so you back to the same arrangement as we have mobiles now (few carriers, many resellers).

...ONE thing however, I think they could save a BUNDLE by not trying to cover 98% of the population. I would love to read or see an analysis on INSTALL COST, TAKEUP and RETURN based on a demographic study commencing from each capital city and radiating out.. I would think 75-85 % of population can be covered for 60% of cost, and these would be better returns. its been 10 years while we shifted from dialup to ADSL/CABLE and just recently CABLE EXTREME and ADSL2+.., It be 5yrs+ before we all off normal ADSL/CABLE and onto faster..and longer before we on fibre...Don't expect to see $50,$60,$70 fibre plans that are faster than CABLE EXTREME or ADSL2+..and can't us all wanting to pay $150,$200 a month in the short/medium term.....Even the content to be pushed across super speeds is really not ready.
