I think everyone including the analysts are missing a very important point. FTN isn't the only option and in fact is old technology so if TLS is out then they will put efforts elsewhere. My bet is we see a different broadband approach from TLS with no purchase from the FTN (will be to late in any case)undermining its viability before its finished.
The losers will be the tax payers as this should always have been private money taking the risk. Bad decision by the ALP to publicly fund, just think what happens if TLS expand cable and then offer Internet on top of pay TV for $50. This is but one option and there are many like the options being prepared by Microsoft in the USA.
