Example that I saw today. I was involved in a construction project where a new building wanted to change the consent to allow a deck to be built above the canopy over the footpath. Planners said NO. Said building without deck was constructed and is occupied. After 3 years of occupation, minor consent was lodged for the deck and it was granted.

My very long winded point is that I tend to agree with how the management are going about showing/proving the impact under a permitted activity. This removes assumption, and allows for common sense to prevail.

Bring on the JORC compliant significant upgrade, and large on market purchase by interested parties. This is my dream at least!
