    I very much doubt the company has been deceitful.

    This is normal for the bloated beurocracy that is the NT Gov imo. No real incentive to push things forwards, all taxpayer money. Many residents are appalled by the NT Gov handling of this 'Major Project'. I actually know quite a few members of a large NT community who are not happy at how overblown certain portions of the NT Gov are and whom are actively pushing for major changes to create jobs and economic growth.
